GENERAL ORDERS - NUMBER 403 15 Sept 1953AWARD OF THE BRONZE STAR MEDAL - By direction of the President, under the provisions of Executive Order 9419, 4 February 1944 (Sec II, WD Bul 3, 1944), and pursuant to authority in AR 600-45, the Bronze Star Medal with Letter "V" device for heroic achievement in connection with military operations against an enemy of the United States is awarded to the following named officers and enlisted men:
Private HERBERT W. WIGGINS, RA14215086, Army Medical Service, Medical Company, 65th Infantry Regiment, 3d Infantry Division, United States Army. During the evening of 16 July 1953, in the vicinity of Sinmok, Korea, a litter truck driven by Private WIGGINS and carrying the battalion surgeon and his medical assistant, was dispatched from the 2nd Battalion Aid Station to evacuate two casualties from a draw forward of the main line of resistance. Upon reaching the first casualty, they administered first aid to the man and then procceded down the highly exposed road to the second wounded man. Shortly thereafter, Private WIGGINS had just placed the second casualty in the vehicle when the enemy began to shell the immediate area. With disregard for his personal safety, he courageously drove back up the road through the heavy fire. After the barrage subsided, he returned to the remaining casualty and assisted in placing him in the vehicle, removing both casualties to the aid station. Private WIGGINS' outstanding heroism and devotion to duty reflect great credit upon himself and the military service. Entered the Federal Service from North Carolina.
